Rate change proposal, 2015 version


They're Back!

Five years ago (2010) Kit Carson Electric Co-op (KCEC) filed a request for a rate increase.  Significant objection to this increase was expressed by community members, both to the amount of the increase and to its form.  Much of that history is recorded below.

As a result, KCEC was forced to significantly alter its request, lowering the fixed charge and instituting a modest progressive rate schedule.  Now they have returned, with a rate proposal that would undo all the progress made five years ago.  The result, should this proposal go through, is shown in this graph:

Rate change proposal, 2010 version



The current proposal from Kit Carson Electric Co-op (KCEC) has been objected to by many of the members.  This proposal would increase the bill paid by residences using less than 100 kWhrs per month by as much as 64%, while decreasing the monthly bill for residences using more than 800 kWhrs monthly.  It seems to many of us that this defeats the purpose of current programs designed to encourage conservation, and decrease the burden placed on our environment.  The rate structure, we argue, should encourage conservation, not reward excessive use of energy.

We have developed an Excel-based Residential Rate Planning Model to assist KCEC in designing an improved  rate system.  This planning model has been provided to allow KCEC members a tool to evaluate alternative pricing schemes as the Co-op seeks a change in their rate structure.

This model anticipates an exponential increase in the cost of electricity, centered on the median use, with rates decreasing as use goes down from that median, increasing as use goes up.  Variables in the model control both the form of the fee structure and the rate at which charges increase with increased use.  A report is generated that indicates the rate at each level of use, the difference between that rate and both the current rate and the KCEC proposed changes, and the total revenue generated for each program.
